2010 Preliminary Operating Budget Public Consultations
This year’s preliminary operating budget continues to boost Winnipeg’s competitiveness with the City’s 13th consecutive property tax freeze, and expands the small business tax credit to remove the job killing business tax from 36% of the businesses in Winnipeg – while maintaining City services.
The 2010 preliminary operating budget public participation schedule is as follows:
- Standing Policy Committees review budget – March 2 to March 9, 2010
- Executive Policy Committee hears delegations – March 15, 2010 Executive Policy Committee tables final recommendations – March 17, 2010
- City Council conducts final review and adoption – March 23, 2010

Options for Enhanced Garbage Cart Service Approved
Modifications to the new automated garbage collection system in North-West Winnipeg have been approved by City Hall. Some residents expressed concern to 311 and elected officials that the current cart size (240 L) is inadequate for their weekly household waste. These residents have also stated that they are willing to pay for the use of additional garbage containers.
Here are the approved fee-for-service options:
Option 1 – Switch the 240-litre cart for a 360-litre cart at a cost of $33.00 per year.
Option 2 – Get a second cart, 240-litre size at a cost of $93.00 per year.
Option 3 – Get a second cart, 360-litre size at a cost of $116.00 per year.
Customers that choose to acquire larger, or additional, automated garbage cans would be required to pay the associated annual fee in full on their quarterly water bill. Those customers who later choose to discontinue their enhanced service can do so at any time through the year, with the understanding that they will not receive a refund on their current year improved service fee. Those persons who elect to acquire larger/additional containers are welcome to pick them up from the city or pay a delivery charge of $25.00 to have the cart delivered to their home.

Options for Curbside Yard Waste Collection Program Approved
A new program is being developed which would provide residents with an environmentally friendly option for disposing of yard waste that doesn’t fit in their garbage cart during peak periods. Savings from the new automated garbage collection program in the northwest area would fund the estimated annual program cost of $232,000.
The new curbside pickup program includes the manual collection of yard waste bagged only in certifiable compostable bags via bi-weekly collection for four weeks in the spring and four weeks in the fall, depending on weather.
